Danifaul, the King cannot initiate a law. Only the Spanish Cabinet (= prime ministers and other ministers) can. And where in the article does it mention the King (other than in his constitutional and purely ceremonial role as Head of the Government)?

The King will have to sign it once it is approved by both chambers of the parliament, that is how a parliamentary monarchy (which is how the Spanish constitution describes its system) works. The parliament tells the King what to do. Just like it works in other monarchies. The previous Dutch Queen once said that she saw her signature not so much as a stamp of approval for the actual bill but more as a sign that the proper democratic procedures were followed.

And I am sure King Felipe sees it like this as well, as do all other monarchs. And the ones that don't (the Belgium King Baudouin or his nephew Grandduke Henri of Luxemburg who didn't see it thay way: both refused to sign an abortion law) paid dearly: Baudouin had to step down one day and Henri saw his position diminished in a way that now he doesn't have to sign any approved bills anymore, a signature of the PM is enough.

BTW in The Netherlands protests have to be communicated to the authorities in advance as well and a mayor can decide to ban a protest if he/ she fails it will harm the safety of civilians. A good reasoning must be given by the way. And with this reasoning in hand some of the protesting parties have started law-suits again the city that forbid the protest. In some cases judges have, after the fact, ruled against these mayoral decisions, but sometimes the decisions were considered sound. Some even by the European Court of Human Rights.
